District Technical Officer

FHI 360 is currently seeking qualified candidates for the position of District Technical Officer based in different locations in Mozambique.

Job Summary

The District Technical Officer will provide basic technical support and guidance to district health authorities, health facilities, community structures, and local partners in the implementation of Global Health Security (GHS) district interventions under the guidance of the Provincial Technical Officer.

The position will support activities related to disease surveillance, event-based surveillance, case detection, notification and reporting, outbreak preparedness and response, infection prevention and control (IPC), and emergency management.

The District Technical Officer will work with SDSMAS, health facilities, surveillance teams, communities, and other stakeholders in accordance with project plans, guidelines, SOPs, and project requirements.

Accountabilities

Technical Requirements

  • Support implementation of GHS activities at district level.
  • Support SDSMAS, district and facility stakeholders in disease detection, reporting, investigation and response.
  • Support surveillance data quality, timeliness and use.
  • Review data, trends and gaps and support identification of alerts.
  • Document and share lessons learned, innovations and best practices.
  • Identify capacity gaps and support training, mentoring, coaching and supportive supervision.
  • Perform other duties as assigned.

Project Design Implementation

  • Work according to project workplans, guidelines and SOPs.
  • Support technical strengthening of district and facility structures.
  • Provide follow-up, mentorship and technical support to teams.
  • Support outbreak and emergency response activities.
  • Ensure documentation of activities in accordance with organizational policies.

Client/Funder Support

  • Participate in government meetings and other stakeholder engagements.
  • Provide technical inputs into plans, reports, presentations and other documents.
  • Provide updates to the Provincial Technical Officer.
  • Maintain working relationships with SDSMAS, health facilities, provincial and national authorities, and other stakeholders.

Project/Program Reporting

  • Support quarterly and annual reports.
  • Gather relevant data and statistics.
  • Participate in data review meetings.
  • Support documentation and reporting of services.
  • Submit timely district reports to the Provincial Technical Officer.

Applied Knowledge & Skills

  • Basic knowledge of GHS technical areas.
  • Knowledge of the Mozambique health system and government district and facility structures is preferred.
  • Ability to collect, analyze, interpret and present data.
  • Ability to understand political, contextual and ethical considerations.
  • Ability to communicate clearly and professionally.
  • Knowledge of public health surveillance, emergency response and technical assistance.
  • Portuguese required; local languages are an advantage.
  • Strong oral and written communication skills.
  • Strong organizational and analytical skills.
  • Proficiency in MS Office.
  • Ability to identify problems and implement corrective action.
  • Motorbike license and willingness to ride a motorbike is an advantage.

Supervision

No supervisory responsibilities.

General instructions are provided for routine work and detailed instructions for new activities.

Reports to the Technical Director – Quality Improvement and receives technical supervision and guidance from the Provincial Technical Officer.

Education

Bachelor’s degree or international equivalent in Public Health, Health Sciences, Medicine, Nursing, Epidemiology, Environmental Health, Laboratory Sciences, Health Administration, or a related field.

Experience

Minimum of 2 years of relevant experience in public health, surveillance, emergency response, IPC, HIS, or technical assistance.

Experience with government health structures is preferred.

Previous experience with an NGO, government or private sector.

Physical Demands

Office and field work, including prolonged periods of screen and keyboard use, sitting and standing, and regular travel to health facilities, communities and districts, including difficult-to-reach areas.

May support field public health emergencies.

Salary

USD 28,000 – USD 36,000 annual basic salary.

The offer considers factors including experience, education, internal equity, market and budget.
