Good Neighbors Mozambique is looking for Disaster Risk Reduction Officer based in Pemba.

Outline

Job Title: Disaster Risk Reduction Officer

Type: Full-time

Location: Pemba, Cabo Delgado

Name of the project: Resilience reinforcement against to natural disaster in school and community in Pemba, Cabo Delgado

Duration: Fixed-term contract for 9 months (May 2026 – January 2027)

Main Duties & Responsibilities

  • Develop and implement comprehensive DRR strategies and action plans in collaboration with local authorities including INGD ensuring alignment with the organization’s goals and objectives.
  • Conduct detailed community risk assessments and vulnerability analyses to identify key hazards, such as floods, cyclones, and droughts, and create evacuation map in coordination with local authorities.
  • Facilitate the creation and execution of community-based disaster risk reduction plans, involving local stakeholders in the planning process to ensure community ownership and sustainability.
  • Organize and conduct training sessions and workshops for community members on DRR concepts, early warning systems, emergency response techniques, and preparedness measures, tailoring the content to the local context and language.
  • Develop robust monitoring and evaluation frameworks and tools to track the progress, effectiveness, and impact of DRR activities, ensuring data-driven decision-making and accountability.
  • Provide weekly and monthly report.
  • Ensure all required inputs are timely provided.
  • Coordinate with stakeholders to ensure the project schedule is meet.
  • Participate in the development of new proposals.
  • Responsible for qualified tasks instructed by the employer.

Required Qualification

  • Bachelor’s degree in Disaster Management, Environmental Science, Social Sciences, or a related field.
  • At least 3 years of experience in disaster risk reduction, emergency preparedness, or related fields, preferably in a humanitarian or development context.
  • Strong knowledge of DRR concepts, frameworks, and practices, with a proven track record in community-based approaches.
  • Experience working with communities, local governments, NGOs, and other stakeholders in culturally diverse settings.
  • Excellent communication, interpersonal, and negotiation skills, with the ability to engage and influence a wide range of stakeholders.
  • Fluency in English spoken and written.
  • Good computer skills (MS Office: Excel, Word).
  • Age over 18.

Advantage

  • Master’s degree on a related field.
  • Living in Pemba, Cabo Delgado.
  • Fluency in Emakhuwa, Kinwani, Shimakonde (local languages in Cabo Delgado).
  • Work experience in establishing community DRR committees in collaboration with INGD.
  • Work experience in Pemba or another District in Cabo Delgado.
